Switched to Vista low DL speeds

Hey everyone,

I had XP on my old computer and had DL speeds of 400+kb/s. I built a new computer and put vista on the machine and now I am lucky if I get 60kb/s (was originally 0.1-1.3kb/s without my tweaking).

here is some information (if you need more information let me know... I feel like i am leaving some out):

- I am on a 5mb line

- I get, on average, a 4.6mb/s download speed and an upload speed of roughly ~400kb/s on a good day

- Presently, i am DLing @ 48.5 kB/s and ULing @ 47.3 kB/s

- The speed graph/chart reads my upload speed as more or less a "flatline" (which i think means its at peak)

-my ISP is Charter. which last time I checked they do not throttle.

-using uTorrent v1.8.2 (latest)

uTorrent settings-

- maximum upload rate |47|

- global max number of connections |100|

- max number of connected peers per torrent |40|

- number of upload slots per torrent |4|

- Protocol encrytpion |forced|

- allow incoming legacy connections |checked|

- Enable UPnP |uncheked|

- Enable NAT -PMP |checked|

- Max number or active torrents |4|

- Max number of active downloads |2|

- DHT = enabled

- Halfopen |50| (gave best results)

I did all these tasks to attempt to increase speeds:

- disable IPv6 + QoS (think thats what its called)

- lvllord's patch

- setting net.bind_ip and net.outgoing_ip to static IP adress

- fowarding several ports.

- tried several different halfopens tired 2,4,6,8,40,50,500,and 2000 (got curious =P)

I really hope I can get this issue fixed its really been frustrating me after all these months...

Yes I do but that dates back in February, there is nothing recent. I'll also add that the upload speed has always been capped off but I checked the speed graph over an hour and it showed the upload speed alwaays capped but the download speed fluctuates from 30kb/s to 86kb/s and down to 46kb/s then back up to 80kb/s agian. Oh and I changed half open ports back to 8.

EDIT: (1 day later) this is really weird, started torrenting Ubuntu to test some new settings.

Get this, download speed = 180kb/s

upload speed = .1kb/s ...go figure... =P

please, tell me that is not messed up.

With marginal torrents, getting download speeds consistently higher than your upload speed is really more than you can expect.

Try disabling DHT and Resolve IPs, and put outgoing Protocol encryption on Enabled.

Charter may throttle, but mostly on uploads while seeding from what I've heard.

Yea, i disabled DHT, doesn't seem to make a difference; it auctially brought it down a little. Encryption is on enabled but what is "Resolve IPs"?

I just got a question, should the download rate be similar to the upload rate to the fact that it should be "flatlining" on the speed graph? Also, pertaining to my last "edit" i realize 'more uploads = more downloads' so is there a way to force the upload up higher out of .1kb/s?
