Static IP and Port Forwarded properly, Still Limited Traffic (RED)

I'm looking for some advanced help. I've had a network administrator over and he set up my Static IP, and forwarded all the ports that are needed. Yet uTorrent is still showing RED. (A firewall/router is limiting your network traffic. You need to open up a port so that others can connect to you). I am able to download no problem, but my upload speeds are severely limited making it hard to keep a 1 to 1 ratio.

Here is a list of things that I have allready tried.

-Windows firewall turned off.

-Static IP set

-Ports forwarded

-Redownloaded uTorrent

-Hard Reset Modem and Reset Ports and Static IP

-Tried Many different ports between 40000 and 60000

I have followed all directions from portforwarding.com exactly. Still Having issues.

Here are my computer specs

-AMD athlon 64 X2 Dual Core 3800+ 2.0ghz

-2 GB ram

-AMD Radeon X1600 512 MB PCI-E

- Windows XP service pack 3

- Siemens Speedstream 4200 Modem

- Linksys BEFSR41 router

If anyone has any other ideas please help! I am losing my mind

Does portforward.com list your modem as containing a firewall or mini-router?
