Slowing down and stopping randomly? (my internet is still good)

My torrent seems to download at about 0.4 to 4.3 kb/s, and about every 20 seconds, will go to nothing and then re-appear later. my internet conection seems to be fine, becasue I'm looking at help sites and my laptop is still conected to the main router

The upload speed remains normal, but it is taking about 8 hours or so to download half of the torrent (526 MB total)

Any suggestions?

Same thing happen on the test torrents mentioned in 1st link of my signature?
