moogly
That sounds like BitTorrent throttling from your ISP.What's your ISP?Do you know if they filter p2p applications during some hours (like evening)?

Ultima
Bezeqint, apparently, which isn't known to throttle BitTorrent (in fact, they seem to run some kind of cache to support BitTorrent). You'll notice you're connected only to a single peer on that torrent... I can imagine that causing such fluctuations in speed.Do torrents from here exhibit the same problem? What does the Speed Guide show your current settings to be? What is your connection's maximum upload rate?
