Download rates drop after inactivity period

Even though the power settings on the laptop is set to be always on, after some inactivity period, the download speeds drop significantly and comes down to 1-2 kbps.

The speeds again improve to normal speeds when some key/mouse activity occurs.

Any known reasons/pointers would be really useful.
