Switeck
Your uTorrent is probably firewalled -- meaning it's being blocked by either a hardware and/or software firewall. (possibly even more than one.) Your router and possibly your modem may need configuring. And software firewalls are often found in antivirus programs.Try either the xx/64k settings in uTorrent's Speed Guide (CTRL+G) or 64 kilobit/sec upload settings from the 2nd link in my signature. My settings are very similar to Speed Guide, but use far fewer max connections...which due to your low max download you should not need very high anyway.Disable Resolve IPs (right-click in peers window of a torrent)...this reduces your speeds, which you have little of.Lastly, reduce bt.connect_speed to only 1-4. (This is outgoing new connection attempts to make per second, and doesn't count incoming connections or existing connections.)If you're using only private torrents or torrents on public trackers that already have lots of peers/seeds, also disable DHT (both kinds)...to save more speeds for your torrents. DHT can help nearly-dead public torrents or for when the public tracker goes down, but costs a bit of speed (0.5-8 KB/sec down and/or up) to run.
