Trying to get a better speed but nothing works

Thanks in advance for any help someone can give me. I have been going through the forums and trying each item to make my speeds better but nothing works. My average download speed is 14.8 kB/s and my upload is 11.9 kB/s.

I will try to provide all the information it says everyone might need from one of the post!

I am using century tel for for service provider and use there high speed DSL service. I did speed checks and my download average is 1284 and my upload average is 263.

I have a constant yellow triangle at the bottome of utorrent and I have tried to manulay set my router. (Westell VersaLink Model 327W). I downloaded PFPortChecker and even going through the steps here to set my router for forwarding I still YOUR PORT IS NOT OPEN / NOT REACHABLE. So then I whent ahead and enabled the UPNP but still the same results.

I have net.max_halfopen set to *80

■Operating system installed....Vistal Home Pre.

■Security software installed....AVG currently turned off

I'm sorry my misunderstanding. Yes that is the setting I am using. To me it seams like this is an issue with the port. No matter what I do I do not get a port connection. I have tried setting it manualy how this guide has shown to and I have also set the UPNP but either way I get an error saying the test can not connect to the port. The only firewall I have is the one that came with vista and I have that turned off. As far as the router goes like I said I have tried to forward the port both ways.

Forgot to mention that I have even gone as far as turing my router firewall off compleatly but I still get no connection.
