Other p2p networks have been in the past, though.If you're talking about legal issues, you are at risk if you are using non-legal torrents. It doesn't matter if you are just seeding or downloading. How much risk is a personal perception and is greatly dependant on your country's legislation. Worldwide, a little less than 15,000 people have been sued over p2p use in different networks.
