ready to give up with these upload speeds

i've been actively reading through these forums for 2 months now hoping that somebody else has my problem but i really can't take much more of this so i start a thread myself.

i'd been using 1.7.7 for about a year and half without and problems. my upload speed was always maxed out and i was a happy clam.

two of the trackers i use regularly forced client upgrades to 1.8.2+ and this was where my problems began. suddenly, i was not able to maintain even half of my upload speed for more than a few minutes. my average upload speed had dropped from 150kB/s to 50 kB/s and still remains at about that much today

on windows xp sp2 with motorola sufboard modem sb5101n currently using utorrent 1.8.3 #15772. i am not behind a router. my connection goes from wall (cable) to modem to ethernet port on my pc. my utorrent port is set to 55000

my current configuration

completely disabled any firewall (including windows firewall)

conservative settings for 1mb/s upload (my advertised upload speed is 1.5mb/s)

bt.connect.speed=2

net.max.halfopen=2

dht=off

LPD=off

PEX=off

local peer bandwidth=off

protocol encryption=Enabled (incoming legacy box CHECKED)

max # of torrents=2 max#downloads=1

global max # connections=250

max # per torrent=50

upload slots=4 (use additional upload slots box currently checked)

max upload speed=80kB/s

currently, i have only 1 active torrent (a torrent which i uploaded myself) with 28(54) connected peers and 0(1) seeds. the only seed being myself.

i still cant even hit > 50kB/s on upload!!!!

what am i doing wrong?

no, i've always had green check icon

in between this post and my previous one i did a forum search for cox and saw that other people ARE having same problem as me. i guess it's sort of comforting knowing that this problem does exist but obviously not nearly as upsetting as having an isp f'ing with my connection

if so...do you think the regular "workarounds" for comcast would apply to cox as well? is it possible to get around this by using ssh tunneling?
