NAT problems

Now i know the website has a few sticky on this already and i'm sure you tired of answering these questions but i really need some help.

I have followed the connection guide on here and everthing some to work alright.

Only problems is i get the the red " ! " when i try to download something.

I have tried port forwarding but every time i do i still get an error screen when i test the port.

Am i doing something wrong when i port forward?

One more thing, is Download speed better than upload speed?

I'm curious because when i try to download something i might have a dl speed of 140 kb/s and my upload will be 0.4 kb/s
