internet capability affected?

Hi,

After I began using utorrent and it worked fine at one location, I tried to connect at a different location and my internet connection (web surfing) was affected. It became slow or wouldn't let me connect at all (though skype still worked fine). Utorrent would either not allow downloading, or would say the port was being blocked. It remained that way for a couple of days, despite my turning off windows firewall, and downloading Hijackthis, malware, and AVG and having nothing come up. After a few days of either ridiculously slow internet, or know connection, it begins to work again on it's own (I'm traveling, so it only begins working by the time I'm on a different internet connection.) Is there anything I could do to?
