Can't Connect to any Tracker or .torrent URL with µtorrent

I cannot connect to any tracker or .torrent URL with either 1.4.0 or the latest 1.4.1 build 418. I can however download files (and have completed several), I suppose using peers from DHT. I have tried torrents on different trackers and all of them eventually read "timed out (offline)" under tracker status. When I attempt to add a URL to a .torrent file in µtorrent, the status bar slowly reaches 100% then says the request timed out, yet if I simply paste the same URL into my web browser, I can download the file from there.

I have Windows XP Professional SP2. I have Windows firewall enabled, but µtorrent correctly gave itself an exception in the Windows Firewall exceptions list, and turning off the Windows firewall completely does not correct this problem. I also have Norton Antivirus 2006, but it prompts me only to permit all incoming connections whenever I start using a new version of µtorrent, and I choose "permit all", and besides that, disabling Auto-protect and Internet Worm Protection do not correct this problem.

Any other ideas as to why different versions of µtorrent cannot seem to make certain types of outgoing connections on my system? Thanks,

hey I was wondering if someone could explain what that program is doing? I'm having the same problem is this person. I just installed NIS 2006 and suddenly I'm timing out all the time. I belive it to be Nortons Fault but I had NIS 2005 installed before and everything worked fine so I'm really confused why its not working. Would using that patcher really help or is it something else? Thanks in advance for any help.

I'm using 1.5 btw

Windows Firewall Off

NIS 2006 everything on (utorrent set as "permit all")

Common sense and a fully-patched system works best.

Not Kerio, definitely not Outpost nor Zone Alarm. Kaspersky's seems to be OK, same for Look 'n Stop. Sygate SHOULD still be fine.
