Windows 7 and torrents

I am using Windows 7 ultimate & MSE as a security program and I cant get downloads more than 45 kB/s although when I used vista home premium my download speed was always above 125 kB/s.

Can some one pls help me with any suggestions? All the settings are correct and I have disabled the windows 7 firewall as well.

In the connections tab

UPnP enabled

NAT-PMP enabled

Add windows firewall enabled

In the Bittorrent tab

DHT Network enabled

Ask for scrape info enabled

DHT for new torrents enabled

Add windows firewall enabled

Allow incoming legacy connections enabled

Windows firewall turned off

all utorrent rules are added on windows firewall

I am getting network ok with green signal

my internet connection is HSDPA @ 3.2mbps and max d/l now doesn't exceed 45 kB/s although it was doing 125 kB/s with vista Home Premium

I got the speed in excess of 125 kB/s sometimes over 200 kB/s with the same internet connection, so I don't believe it's the HSDPA connection that it's slowing down the d/l speed, But the Windows firewall although it's turned off, I feel it's running in the background, so if anyone know's about the firewall in windows 7 and how to totally disable it would positively help.
