Can not open ports because of apartment

So, we live in an apartment near the college. the internet provider i'm guessing has blocked us from downloading .torrents but we found a way around that using TOR. But we can also not open any ports because they have the router on their end and we do not know the password. Whatever port i was using is now not downloading. I've used netstat command to try and find an open port but the ones I've tried haven't worked. What can i do to get an open port so that i can download?

It's acceptable to use TOR for tracker updates only, as those are often done at most once every 30 minutes PER torrent.
