Apartment complex limiting bandwich?

I live in an apartment complex with wireless internet. The wireless provider is Airwave Networks. On uTorrent, I get either the no incoming connection status or the not connectible status nonstop. And the best connection that i can get downloading is usually around 10 or 20 kb/s. It will sometimes jump up to about 60 kb/s or sometimes even around 100 kb/s then it will fall back down rather quickly. I could really use some help because this is really limiting my download capable.

If the wireless connection is very poor, it doesn't matter what the wireless connection connects into speed-wise...your speeds will suck.

Do what you can to find out what speeds down AND up that you are supposed to be getting...and how much and for how long you can use it straight without causing yourself and others problems.
