Add new torrent dialog does not appear when adding torrent?! help!

I've been trying to select specific files to download from a torrent but i can get the "add new torrent" dialog to appear. i had the settings in preferences correct, or so i thought. Is this a common problem? Why do i have no dialog box and how to i get it back?!

Make up your mind, do you or don't you have the dialog?

UI Settings > Show a window...

Directories > Always show dialog...

I think those two are all that's needed but I'm not sure, this has been discussed somewhere else on here before..
