Only uploading when downloading

I recently reformatted my computer and put in a new router, and since doing those two things it seems that I'm only able to upload torrents when I'm downloading as well... otherwise it seems I can't really connect to peers (occasionally it will connect for a very short amount of time and then drop them).

Could someone please offer some help as to what I need to do?
