download speed doesn't increase even after cancelling extra uploads

here's the thing:

i have set

max. no of active torrents = 2

max no of active downloads = 2

now most of the times am downloading a torrent, and uploading another, both at unlimited speed limits,so that on my 256k connection, download as well as upload speeds max out at 27-33 kB/s

then one day i thought, if i perhaps cancel the upload on the uploading torrent, then maybe the 25 kB/s speed it had,will add up to the download speed of my downloading torrent,and my download speed will become >40 kB/s

but it didn't happen..

now maybe am missing something here,some point of general understanding but i don't know...

please can explain why is it so?
