uTorrent not downloading

At my apartment uTorrent wont download or upload, but at my campus library it works fine. Here are my stats:

upload limit: 30kb/s

connections per torrent: 125

max active torrents: 15

upload slots: 25

connections (global): 800

max active downloads: 15

port: 50746

Terrible settings, you must hate the other peers.

For your apartment, you may be behind a proxy that blocks non-HTTP traffic by default -- which *ALL* of uTorrent's traffic is!
