Actvate another DL slot if bandwidth is'nt fully used

Hi.

I've noticed that there is option to activate another slot for upload if upload bandwidth goes under xx% but there is no option to do it with download. I think it would be a very helpful option. For example if you have many awaiting torrents in queue, and active downloading torrent(s) have not much seeders than the bandwidth isn't fully used. Which is a waste of time.

I hope I wrote my suggestion clear. And hope you consider it.
