internet connection problem

Hi. When uTorrent is open, and downloading something, I can't get the Internet Explorer to work. Or Firefox, or Safari.

I installed a new fresh copy of Windows 7. I tried without the antivirus, and still doesn't work.

When I close/exit Utorrent, I am able to use Internet Explorer, Firefox, Safari again.

I've read/researched and could nlt find the answer.

I also read about the NOD32 somewhere, but I already uninstall the antivirus and it's still the same.

I appreciate any suggestions on how to fix this issue.

The account is the Administrator. I use this PC only for torrent.

Anyway, I am using Bitlord for now, and it works fine.

Is the problem the Antivirus or the firewall? What should I do/change to the firewall?

I prefer using the Windows firewall. Or the Symantec Endpoints built in firewall.
