utp's udp port

The same as the TCP listen port. Only one port is ever reported to the tracker (DHT and PEX too), so it should be the same for both TCP and uTP, else no one will be able to connect to you.

clarification please -

When uT makes an OUTgoing utp connection, what is the source ("reply to") port?

ie does it open an unused port (like for outgoing TCP) or does it use the config'd port?

(And while we're at it, what about OUTgoing DHT connections?)

FWIW - Have long-standing issues using utp - xfers eventually slow to a crawl. Been experimenting with latest 2.0.4 utp, and tried disabling OUTgoing utp connects - so far no slow down. (fyi - using router embedded in Westel DSL modem)
