Add an option to not send "complete" flag to tracker

Right now, uTorrent sends a "complete" flag to the tracker that you're downloading from. I have been unable to find a way to turn it off.

So basically, if you download something from a tracker, the torrent will now appear in your snatchlist. Trackers give you no control at all over this. It becomes a huge privacy issue. Everything you have ever downloaded is conveniently listed for everyone who can see your profile.

Since trackers give you no control at all, the only options you have are to either download or not download at all. But this is not always a real choice. So, I propose controlling this from uTorrent.

Note: I reported a bug with the "complete" flag in the "Found Bugs" section, but this feature request is only tangentially related, so it should have its own thread. My bug report serves the purpose of hopefully not having uTorrent incorrectly send an "incomplete" flag. On the other hand, this feature request is to give users the option not to send the flag at all.
