Enabling "Bandwidth Management" seemed to have corrected the error.

Utorrent 2.0 build 18488

running on:

Core 2 Duo E4600

4GB RAM

Windows 2003

When it hangs, it locks everything up even though it uses only 50% CPU resources... I'd have to wait for it to unhang itself before I could do anything on the PC. And I know it hangs because this shows in the error logs.
