Slow Download / Upload with Windows 7

getting repeated problems with upload speed where a perfectly normal torrent upload speed will drop to 0.2/0.4 Kb/s At best I'm getting 2.0kb/s

When I re-run set up - get error message 10053 "A local Networking problem closed the connection" I also get the message when running set up that "a request to send recieve data was dissalowed beacuase the socket is"

Can anyone help ? I am running Windows 7
