Simultaneous connections limitation and "Packet Shaper Restriction"

Hello,

i have a question about how/where to limit "simultaneous connections" (or similar parameter) in uTorrent 2.0.1 beta build 18408? I thought this should be set at

Preferences/Bandwidth/ Global maximum number of connections and

Maximum number of connections peers per torrent,

but may be there is some other place?

The thing is, in my university (CSU), while working with uTorrent, i'm getting (pretty often) this message from technology department:

"Packet Shaper Restriction

You have been automatically restricted by the packet shaper for having more than 133 connections per minute

....

The most common causes for this restriction are BitTorrent filesharing software and Skype. To help reduce further restrictions, we recommend you set your BitTorrent client to about 30 simultaneous connections. "

After that they limit my connection speed and disable http for some time.

So far, i set "Preferences/Bandwidth/ Global maximum number of connections" to 90 and "Maximum number of connections peers per torrent" to 40, but apparently this doesn't work well enough - i just got the same restriction notice again.

So i would be glad to get some suggestions about this "simultaneous connections" issue.

i disabled bandwidth management. But don't understand how it works (From help file: "Enable bandwidth management allows µTorrent to use uTP to try and gain a better sense of how much bandwidth it should be using while maintaining quality of Internet service. "). Is there a way to limit # of UDP packets in general in uTorrent, to prevent Packet Shaper from this Restriction notice?

Disable in uTorrent:

UPnP, NAT-PMP (under Preferences, Connection)

DHT (both kinds), Local Peer Discovery, Bandwidth Management (under Preferences, BitTorrent)

Under Preferences, Advanced:

set bt.connect_speed = 1 (That's making up to 1 outgoing connection per second to peer/seed ips to get more connections)

set net.max_halfopen = 1 (Allow only 1 in-progress outgoing TCP peer/seed connection attempt at a time.)

If that seems too slow, raise net.max_halfopen all the way back to 8.

For max connections global and per torrent, set them both below 50...because you have no control over incoming connections.

In the PEERS window/tab of a torrent, right-click in the window and disable Resolve IPs. This costs a connection for EVERY ip it tries to resolve!

It works well so far . But now downloading is slow :-).

I noticed also that now downloading doesn't start immediately, it shows something like "0(888)" in Peers, like nobody is online at the moment. It can lasts for several hours. But my friends (next room) has sources available and is able to download (the same file, the same moment) with decent speed.

Will try to set net.max_halfopen = 4

uTorrent v2.0.1 beta can set uTP packet size somewhat, but it's still a work-in-progress and I'm hoping the next build is much better.

But how slow/fast is it?

You also need to set an upload speed limit probably even way below absolute max to avoid overloading the shared line...and to avoid drawing attention to your activities. :P
