Struggling to get any download completed

Hi, even though speedtest.net says my download speed is at 3.29Mb/s and upload speed is 0.70Mb/s my torrent download and upload speeds are abysmal, averaging at the moment at around 0.1-5kb/s, this includes open office. I took a test online to see if my ISP was blocking bittorrent traffic, but the test claimed that it was not.

I have attempted the steps suggested in many of the guides on this forum, but to no avail, I am willing to answer any question posed to me, but I am pretty unsure about what is relevent, please help!
