Leech-and-run avoidance on near-dead torrents (availability <= 1.0)

It think it would be nice to have such a feature that prefers uploading the torrent, if possible, to those who are not near completing the download process (100.0%) when availability is smaller than or equal to 1.0.

It is so annoying to download some rare stuff or near-dead torrents when availability is near 1.0 and see how the guy who first reaches 100.0 % runs away leaving the torrent to dead state. This usually happens on public trackers.

Of course this feature does not work very well if only few clients support it. Anyway just a thought.

That would increase the time until download is finished.

Another problem:

Peer x is at 99%, but no one is uploading the last percentage because of your idea. If the peer is not connected to the whole swarm displayed availability might be smaller 1.0. What happens? The peer with 99% quits because torrent seems to be dead!

Peers might also stop reporting their real percent completed.

But it is probably still worthwhile for seeds to make sure new peers have a piece that much of the rest of the torrent swarm (of other peers) doesn't have, sort of a light version of initial seeding.
