Speed Limiter set to 0, 5 kB\s Download Issue

Dear µTorrent Dev. Team

thanks for this awesome application that served me with no problems what so ever in years

and for the first time i found a bug:

after Automatic Update to V2.0 Build (18488) Download speed of all torrents Decreased to 5 kB\s (note that i usually get 190-200 kB\s on a well seeded torrent)

long story short: i found out that when ever i set the "Global Download Rate Limiting" to 0 for Unlimited, the Download speed will drop to maximum 5 kB\s (for all and any active torrents) [Tested 5 Different torrents]

and setting any Value instead of 0 to "Global Download Rate Limiting" will fix the issue

i belive this is Clearly a software bug in µTorrent
