uTorrent speeds fluctuating weirdly (not due to less seeds/peers)

This has been going on quite for a while. My downloads are downloading at a maximum speeds, then in a flash, they come to 9 - 10 kbps, and remain there, but number of seeds/peers are the same.. And then go back to maximum, randomly. Could anyone please suggest any solution for this as I have my download period limited, so I can't let this happen / continue.
