Speed Test Fail

I just downloaded utorrent and made all the necessary network changes and switched to a static IP setting on my computer. But before I switched to a static IP setting whenever I do a speed run test it says it fails and I get this message. "Data send error: A local networking problem closed the connection. (10053)

Now before I made the static IP when I do the test I will get both green checks in the speed test and in the port forwarding but now I only get it in the port forwarding.

Any help will be appreciated.

If you meet some issues to forward a port in your router, you can browse http://portforward.com/

If the speedtest fails (servers down), use http://www.speedtest.net/

You seem to be on BellSouth ADSL ISP, so you probably have something terrible like 384 kilobits/second max upload speed...OR LESS.

yes I' am on bellsouth and my upload is horrible but I seed as much as I can everyday. So is bellsouth causing this issue of mines.
