Can't connect to proxy when net.outgoing_port is set

My configuration:

Socks proxy for tracker connections

No proxy for P2P connections

net.outgoing_port=12345

net.outgoing_max_port=0

Problem:

Can't connect to proxy for tracker connections. Error shown: Only one usage of each socket address (protocol/network address/port) is normally permitted.

I think possible solution may be another configuration option which would determine whether net.outgoing_port and net.outgoing_max_port will be used also for proxy connections. Or simply never bind proxy connections to specific ports.
