Is this normal speed?

As you can see, there are a lot more leechers than seeders... but was still wondering if it's normal speed because of the constant up and downs.

It seems like sometimes it can hit up to 200 but then goes right back down.

My ISP is Shaw Cable. And here is a picture of my speed graph showing an hour of downloading a the torrent.
