DL at 1.2mbs, but downloading at around 30-70kb

Now I'm using windows 7, I'm pretty sure I allowed the incoming connection and outgoing connections on the advanced firewall settings, and as well as allowing utorrent through my firewall list of programs. I have Web root security as my antivirus, but i turned it off when the computer starts. btw im using the latest utorrent 2.0.1. the setup guide also shows that everything is working correctly also. do i need to add and more info>
