speed goes up and down- up and down to "Zero"

I 'm usin u-torrent for a years and now I have this strange thing - when speed goes up to 1mb/sec and down- up and down to "Zero" kills internet connection for 2-3 seconds and goes up to high level for 3 seconds and down to ZERO" and it goes for long time....Some times it is stable... So I do have same perfect settings (from here http://www.utorrent.com/documentation/connection-setup) but still - it is very strange. My fire wall AVG set up to allow u-torrent like always....XP-PRO SP-3

I did try to play with uploads and dowload limits...and still....it does not work
