portforwarding made my speed slow

hi guys : ) ,mr noob here.My name gives it all.I've been using utorrent for about a while. My speed used to range from 9-13 kbps.Pretty good speed for a 128 kbps adsl connection, don't ya think so

Until now that is.....

So I tried port forwarding today and followed the exact steps from port forward.com .afterwards when utorrent said my port is open, I was like yeaaaaaah and after I started my download my speed was like 3-6 kbps.Now i am like noooooooo .When i checked my browsing speed it took me 25 seconds to open facebook. Then i checked my direct download speed ( i use idm ,used

to give speed of around 14-18 kbps), I was downloading like 2.22 kbps , 4.21 kbps etc.Maximum speed was around 8 kbps and it was fluctuating like crazy. So here i am requesting for your help.

Well i think the problem is because i changed my ip adress for getting a static ip adress.What do you guys think? Please help me guys, what should i do?
