Reqs blanking

hey y'all, hope you guys can help me solve something...

a week ago or so I started downloading a torrent, and the download rate was very high... something like 600kb/sec or so... I minimized the client and forgot about it as I went to work on some other stuff

a few days later I maximized it and noticed it was stuck at 15%... I figured it was just some kind of network clog, and didn't think more of it

a few days later I checked again and it was still stuck at 15%, even though there were 7 seeders... this time I was more suspicious and hit the Stop button... after about 10 seconds I hit Start... and sure enough about 20 seconds later I had 3-5 peers or so, each sending at 150kb/sec for a total of 600kb/sec or so

this time I watched it and noticed whats happening... after about 1 minute of this great rate, the reqs column on all of my peers suddenly blanks out... its not that it hits 0... its going from like 3/15 or 1/15 or just 15 to a total blank spot... not a zero... just nothing there at all... and the download rate slowly plummets to zero over the next minute or so... having worked alot with macro calculus I can tell that the true rate over that minute is actually zero, but its just the average thats dropping to zero... as the delta-time advances and the delta-kb stays stuck, because the dl rate uniformly drops

so I was wondering if you could explain why the Reqs column on multiple peers would simultaneously shut off?

to me that sounds like there is a middle manager code somewhere shutting the valve off...

after discovering this I manually would stop/start it... and each time I'd get about 20 megs of the 300 meg total... at a very high rate of 600kb/sec or so every time... but always after about a minute the valve mysteriously shuts off

at first I thought that it was the peers themselves noticing their 150kb/sec uploads and them manually shutting me off... and so I was careful about stop/starting it too much so that they wouldn't ban me or something... but after a while I noticed my peers are simultaneously stopping.... except for this one time when 3 peers simultaneously stopped and a 4th peer suddenly connected, but only sent at 1kb/sec lol

is there a torrent manager that I'm connecting to somewhere that is directing traffic so to speak?

or are 3 peers in sweden, canada, and pittsburgh just randomly noticing their high upload rates at the same time and throttling me at the same time?

sorry I hope this question wasn't written too long, but I couldn't think of an easy way to condense what all I seen the torrent client doing... hope you can help... thanks :)

Post-Script:

ok one slight modification of the description... above I said on the reqs I would see like 3/15 or 1/15 and so on... but I just repeated the process and its actually more like

11 | 0

15 | 0

21 | 0

25 | 0

22 | 0

28 | 0

and it will sustain around 22 to 30 for a while, then it drops quick like

16 | 0

5 | 0

blank

so I dunno where I got the / from, and I had the order reversed hehe... but yeah I think one time I saw a positive number on the right side of the divider... like a 1 or a 3 or something... but the vast majority of the time there is a 0 on the right side
