Weird download speeds

Whenever I'm browsing the internet while using Utorrent, my download speeds are MUCH faster. My download speeds while not using the internet are around 10-40 kb/s. However when I open up firefox and browse, my download speeds jump to 100-700 kb/s.

Why is this happening, how can I make it so my speeds are maximized even without browsing internet?

I'm using Windows 7. My ports are forwarded and unblocked. I'm using latest version.

Do you have a QoS shaper enabled that has priorities for Firefox?

...Or low power modes for windows?

I don't know what either is, but I haven't changed anything with those names.

also, you know I mean that my download speeds are FASTER while browsing internet. Not slower.

And that's why I'm wondering if your computer isn't going into a partial "sleep" mode for the internet connection speed-wise when you're not web browsing.

Either that, or malware is present?

I'm 99% I have no Malware.

How can I check if my computer is going into this 'partial sleep', and if it is, how can i change it?

If it's not a laptop, it's not even likely to be running other than basic power management tools anyway.
