Where is the limit

Is there any way of knowing whether my download speed at any moment is limited by my computer speed or if it is limited by the uploading limit of the uploader?

If you're getting >100 KB/sec but your line is supposedly faster, it could be anything.

But if it's slow (like <10 KB/sec)...that would only be "your fault" if you've got bad settings in uTorrent. ISPs can screw with speeds too.
