I was getting really slow speeds until I did this:

Goto your router config page, which should be:

http://192.168.0.1/

Login as admin. If you haven't done this before, the user name is admin and the password is blank.

Click the advanced tab at the top. Then click the Application tab at the left side.

Fill in the form like this:

Name Bit Torrent

Trigger Port 1720-1720

Trigger Type Both

Public Ports 1720

Public Type Both

Then click Apply.

The router should restart. Look for your network connections in Windows XP, (your probably have a little icon in the bottom right), and select Repair connection. After this start utorrent and goto preferences-->network at make sure you have chosen Port 1720. (Other ports may work, but I know it's one my ISP doesn't block.)

I have left other stuff, like the UPnP box checked by default, etc...

Note: You should have a software firewall like the one in XP SP2 or Windows One Care running because port 1720 is now open on your router. The software firewall will allow you restrict connections to just utorrent usage. Both those firewall will ask if want to allow utorrent to access the internet. Just say yes.
