D/L speeds slow down after a short time

So recently i have noticed a problem with my downloads speeds. Everything works fine when utorrent is opened, but after around 5-10 mins the speeds start fluctuating massively. Then they eventually go down to about 1-5 kB/s and stay there. Restarting utorrent will bring the speeds back up to full but then they will eventually drop down again. Any ideas as this is a massive problem as I use utorrent overnight

My connection is

1500 kbps Down/256 kbps Up
