Bandwidth limit incorrectly applies to local IPv6 connections

With local peer bandwidth limiting disabled, I have found that the bandwidth limit still applies to IPv6 connections on the same subnet when using global addresses.

This works correctly with link-local addresses, but global addresses on the same subnet should be handled as a local link as well.

Are these native IPv6 addresses? Not just Teredo?

Yes, they're native addresses (tunneled through IPv4 for global connectivity, but that does not affect the local native addressing). It's a /64 subnet I'm using on my LAN (2001:470:xxxx:xxxx::/64).
