prioritize by file order always uses fine grain priority: build 22144

the prioritize by file function uses fine grain priority even if the option is disabled.

ex: fine grain priority is disabled.

select 3 files and prioritize by file order. expected result = high,normal,low. actual result is high,high,high.

When i enable fine grain priority i can see that the priority actually is high(14),high(13),high(12).
