Maybe Im Missing Something Simple?

I recently changed from comcast residential to comcast business. This came with an SMC modem.

Now I know comcast has been throttling however everything I read seems to point to the seeds being VERY limited 5-10 kbs or disconnected. Im not having that problem. My problem was before I forwarded my ports I could download at roughly 1.6 MBs and upload at roughly 280KBs on average for about 60 seconds then it would start dropping to 700KBs down and 90-120KBs up. Which looks like I'm being throttled but it is not as bad as the post I have read.

Now after I forwarded my ports it is still doing the same thing except now I am connectable.

The firewalls are also all open. Even tried shutting them down entirely. Ran speed test through utorrent and used the recommended settings *download unlimited and upload 240k*

This is the same for every bittorent client I have tried.

I have tried deleting the settings.bat files and reinstalling also.

I ran a speed test and got 17.98 Mbs down and 2.89 Mbs up.

This does not affect speeds outside of torrents which everything will run fine at roughly 1.6 MBs down and 280 KBs up.

Now my question. Is it possible I am being throttled? Or are there any other options I can try?

Also I am running windows 7 if that matters.

My search has turned up fruitless.

Comcast does this speedboost thingy. If you wanna see how well you can download try openoffice/slackware/ubuntu.

Did they give you one of those ginormous SMC modems?

Yes they did give me the huge friggin modem the SMCD3G.

I can download files via http at about 1.6 MBs.

Its just the torrents that are slowing down to around 700KBs.

Which download speed I'm fine with. It is just the upload speed I don't like because it is harder to keep up your seed ratio on private trackers when downloading large 10gb plus files.

No that is not the problem.

I can have up to 15 peers on one torrent and only uploading to them at 130KBs combined.

Or 20 between 10 torrents the combined speed is still topping out at 130 KBs after it settles down.

This is not something Ive been dealing with for one day. Its been almost a month now. Between trying everything possible settings I can find and every guide on connection speed to make sure I didn't miss anything.

What has me confused is everything outside of torrents download fine. For example if I am downloading some torrents and they max out at 700 KBs after they dropped. I can still download files via HTTP for the remainder of the bandwith 8-900 KBs. Its like All torrent clients are throttling themselves or just the ports Ive set up for each one.* even though Ive tried ports ranging from 50-70000**

Thanks for you suggestion though. Any others?

Ports only go as high as 65535.

I'm on ComCast, as you seem to be, and best I can tell my torrents are only slow because they have very few seeds or peers. I can upload max speed just fine, though I long ago learned I needed to decrease upload speed a little to maximize download speed.
