There are at least 6 other threads about this. In all those cases, the "problem" is not because of a bug but rather a configuration error.Go to "Options > Preferences > Bandwidth > Global Rate Limit Options." There are 3 options there. Check the one in the middle: "Apply limit to uTP..." or something like that.
