Fluctuating speed... every torrent!

For every torrent I've been trying to download, the speed fluctuates between 4-800KB/s. Attached is a pic of one of the smaller fluctuations. I've seen this happen with one or two torrents before, but no matter what they average around 11KB/s.

PS. I dunno if it matters, but I'm using uTorrent for mac. But at this point I think its more of a networking problem.
