Newly slow speeds, and speed jumps whenever I change a setting

For the last few days I've been having way slower speeds than usual. I downloaded the new version but that didn't help. Other than that I've mostly just been dealing with it. It seems to slow down my entire internet, not just the torrents. I've noticed that whenever I change any setting, I get a very brief speed boost. Anyone have any idea what's going on?

utorrent was very speed when not everybody was using IT ;']

by now nearly all users have IT so it reduces the free bandwidth it is able to grab

I'm unaware/unsure if Verizon ADSL service is disrupting/throttling BitTorrent traffic, so you could try Google searches for others with the same problem...and possible workarounds if so.
