Utorrent cuts my download in half (router reboot required)

Hi, im having a really painful issue with Utorrent cutting my download speed in half, as ju can see on the pictures the upload remains more or less the same. This sometimes affetcs my browser speed aswell.

This is fixed by sometimes just restarting the PC, sometimes by only restarting the router, and sometimes I have to do both.

This is an issue that ive never had before, seems like it came along when I started to use Windows 7 x64. I got Webroot AntiVirus with spysweeper if that helps.

Anyone got any clue to why this is happening?
