Adding a specific client to peer list?

I try to add a person to peer list who i specifically want as my main peer to upload to, but it won't let me add the person. I have their IP/port but it never does anything. Is there a way I can add a person to the list and upload to them specifically? I can set my peers to 1 and upload slot to 1, but I cannot add them to the peer list :/

Or, is there a way I can make it faster for them? o.0

I'm specifically using this to download a huge file atm for them, with 150 seeds. But she cannot get over .5 kb/s for any sustained period. She starts it off and it gets to 200 kb/s, but then lowers drastically

Adding a peer to your peer list for the torrent doesn't guarantee that uTorrent will attempt to connect to them, nor will it give that peer ANY preference once connected.

Such preferencing does not improve speeds for anyone and is not implemented.
