Smart bandwidth allocation and queue size

My first request is automatic upload bandwidth allocation based on torrent seeds number and/or seeds to peers ratio. For example I want that the main part of upload bandwidth was divided between torrents which have only one seed. For other torrents the smaller seeds to peers ratio, the more bandwidth they can use.

My second request is possibility instead of static upload queue size set minimum and maximum upload queue size and some upload rate limit, which may differ from global maximum upload rate limit. Program must select minimum upload queue size from supplied range which gives supplied or more upload rate.
